Support for New Generation: The Challenge
Ontario needs more electricity supply. Over the next 20 years, Ontario needs to rebuild, conserve or replace 25,000 megawatts of generating capacity. When the OPA was created in late 2004, its mandate included the important responsibility of ensuring there is adequate investment in generation to meet the province’s long-term needs. A key principle guiding the OPA’s procurement role is that it will facilitate investment in generation, demand response and demand side management only where that investment would not otherwise occur in the competitive market. Until the approval of the IPSP, procurement processes are launched when directed to do so by the Minister of Energy and Infrastructure or the Ontario Energy Board.
